October 2, 2018

The Walters Public Works Authority met in regular session at 5:00 p.m. on October 2, 2018 in the City Council Chambers in the City Hall. Those present were; Chairperson Roberta Ellis; Vice Chairman David Mitchell; Trustees Steve McCammon, Richard Anderson and Bob Nance; City Manager Shawn Strange; City Clerk Sheri Davis and City Attorney Hyman Copeland.

Visitors present were, Karla Eschiti, Fire Chief David Taylor and Kody McDowell.

Item #3—Richard Anderson made a motion to approve the Consent Agenda. Steve McCammon seconded the motion. The vote was:

Ayes: McCammon, Nance, Mitchell, Ellis, Anderson

Nays: None

(a) Approval of September 18, 2018 regular WPWA meeting minutes.

(b) Approval of purchase orders and signing of checks for all WPWA funds presented at the 10-2-18 WPWA meeting and ratification of routine checks subsequent to the 9-18-18 regular WPWA meeting.

Item #4— David Mitchell made a motion to approve the Corporate Borrowing resolution for the Sewer Lagoons. Richard Anderson seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

Item #5— Discuss and consider payment and signing of check procedures. After discussion and Attorney Hyman Copeland’s input on this matter, everyone was in agreement that the way the agenda is presented at each meeting and the procedures we currently have are sufficient. No action taken.

Item #6—City Manager gave the Trustees an update on the Sewer Lagoons . Everything is going as planned, but the rain is not helping. Two of the smaller pumps should be in mid next week. The larger 30hp pump should be ready the next week. With the installation of our new pumps and the complete re-wire we should be good long term. We have been out overtime due to having to turn on and check these pumps so the sewer doesn’t back up in town.

Item #7—PSO will be putting in a new 2 way switch at the substation on elevator road. This will unfortunately create an outage for our citizens. City Manager has spoke with Cotton electric and OMPA about this. We should be able to go on with Cotton to help with the length of the outage. At this time we are not sure of the date this will take place, but we will make everyone involved aware in plenty of time to make arrangements needed.

Item #8—Accounts payable clerk gave all of council a check register of checks being signed tonight, they also had a cash report showing how much money was still on the books after checks being signed.


October 2, 2018

Under New business City Manager told the Trustees that we are down to one trash truck again do to the PTO being out on the other Truck, but the repairs are at no cost to the City and our guys are doing a great job at keeping up.

Purchase orders were approved and the following checks signed.


There being no further business, the meeting adjourned.
