WALTERS CITY COUNCIL MEETING

October 2, 2018

The Walters City Council met in regular session at 5:00 p.m. on October 2, 2018 in the City Council Chambers in the City Hall. Those present were; Mayor Roberta Ellis; Vice-Mayor David Mitchell; Councilmen Steve McCammon, Richard Anderson and Bob Nance, City Manager Shawn Strange; City Clerk Sheri Davis; City Attorney Hyman Copeland.

David Mitchell opened the meeting with prayer.

Pledge of Allegiance to the Flag of the United States of America.

Visitors present were, Karla Eschiti, James Phillips, Fire Chief David Taylor and Kody McDowell.

Item #3—Bob Nance made a motion to approve the Consent Agenda. Steve McCammon seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

(a) Approval of September 18, 2018 regular City Council meeting

(b) Approval of purchase orders and signing of checks for all City funds presented at the 10-2-18 council meeting and ratification of routine checks subsequent to the 9-18-18 regular council meeting.

Item #4—Eugenia Anderson with Walters Public Schools Honor Society was requesting permission to hold the 2nd Trunk or Treat and to close one block of Broadway at the High School on October 31st. Steve McCammon made a motion to approve having the Trunk or Treat this year. Richard Anderson seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

Item #5—Discuss and consider payment and signing of check procedures. After discussion and Attorney Hyman Copeland’s input on this matter, everyone was in agreement that the way the agenda is presented at each meeting and the procedures we currently have are sufficient. No action taken.

Item #6—Mr. James Phillips, owner of 2 city lots in Walters came to council because he wants to donate them. Council told him the City would not benefit in any way by having these lots and gave him some suggestions like the School or a neighbor.

Item #7—Steve McCammon made a motion to approve the Walters Cemetery Association’s special meeting minutes. This meeting was to purchase a new mower and use Permanent care funds to make the purchase. David Mitchell seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

Item #8—City Manager discussed with Council about renewing the Backhoe lease or purchasing it from Warren Cat. City Manager told council he would rather purchase the backhoe because it is still in really good shape, but it does need tires.

Item #8 cont.–City Manager told council he would rather borrow the funds to make the purchase from Walters Bank & Trust than finance with Warren Cat. Bob Nance made a motion to approve the purchase of the backhoe rather than renew the lease and use Walters Bank & Trust for the financing. Richard Anderson seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

Item #9—Discuss and consider assisting the Walters Housing Authority with installing speed bumps. The item was tabled due to the WHA secretary was not able to get prices before the meeting.

Item #10—Bob Nance made a motion to approve the Mayors appointment of Brantley Tillery as the Walters Housing Authority Board Commissioner with term expiring 9/30/2021. David Mitchell seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

Item #11—City Manager presented the road project plans from CEC. This is the road project that will be funded by the Comanche Nation Tribe when funding is available. David Mitchell made a motion to approve the plans from CEC for the Comanche Nation Transportation road project. Steve McCammon seconded the motion. The vote was:

Ayes: Nance, McCammon, Mitchell, Ellis, Anderson

Nays: None

Item #12—Discussion only on Meter Deposits. City Manager is wanting to reevaluate the amount of meter deposits. Currently the amount of meter deposits is 2 ½ times the average bill of a home or business, this makes for some very high deposits depending on the last tenant. He wants council to give their input. City Manager has presented some new ideas to council on how to charge and increase the amount of a deposit if they are delinquent or disconnected. No action was taken on this item, just discussion.

Item #13—Accounts payable clerk gave all of council a check register of checks being signed tonight, they also had a cash report showing how much money was still on the books after checks being signed.

Item #14—Under new business City Manager told council that the Cemetery had been broken into on Sunday night and the tractor and other miscellaneous items were stolen. On October 15th will be the Code Talker Memorial at the Cemetery and the Volunteer Fire Department will have the Golf tournament on the 27th this is the second time it has been rescheduled due to rain. They are doing some different things this year to draw more people. They will be having different activities all thru out the day ending with night golf.
