MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON SEPTEMBER 24, 2018

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Windle Hardy, Ralph Beard, and Kirk Painter.

The meeting was called to order and roll call: Windle Hardy, Ralph Beard, and Kirk Painter.

The meeting was opened with the “Pledge of Allegiance”

Kirk Painter made a motion to approve the minutes of the September 17, 2018 meeting. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to approve the following blanket purchase order numbers 191916-191951. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to approve and sign the entry of appearance, waiver of notice and disclaimer for the Chairman of the Board of Commissioners. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

GCEMA/Fire Report: Dale Thompson reported that the Cardinal Resources asked for a site visit and that they would be setting up a table top exercise later in the year, he stated that the Camino Resources table top exercise is this Friday, and that Southwest Emergency meeting is at the Vo-Tech on September 27, 2018. Dale also informed the Board of Commissioners that FEMA was going to be conducting a nationwide test. Perry Wenzel was here to report to the Commissioners in Kim Duke’s absence. He told the board about a few accidents and reported the progress on the new building.

Windle Hardy made a motion to approve the National Incident Management Systems (NIMS) as the standard for incident management in Grady County. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Safety Director Report: George Manning reported to the Board of Commissioners that he was getting the report filled out on accidents; he also stated that he would be out of the office for 3 to 6 weeks for medical issues.

Windle Hardy made a motion to approve the OSU Extension request to hire a new full-time employee. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, AYE: Kirk Painter.

No draw requests from the Grady Memorial Hospital or the Courthouse Security Vestibule.

Ralph Beard made a motion to approve the temporary transfer of $1,595,000.00 from County Highway Fund to General Fund. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, AYE: Kirk Painter.

Windle Hardy made a motion to table the formal request of the DA’s legal opinion of State Statute Title 63 Chapter 58, in regards to the 911 Dispatch Center. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, AYE: Kirk Painter.

Ralph Beard made a motion to discontinue the monthly appropriation of $15,000.00 to the volunteer fire departments from the County Highway Fund. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, AYE: Kirk Painter.

Ralph Beard made a motion approve the bid request for hauling materials from point of origin to county road location for District 3. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, AYE: Kirk Painter.

Windle Hardy made a motion to accept the applications for utility pipeline road crossing permits from QDB Consulting and Enlink Midstream to cross with a pipeline. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to accept the applications for waterline permits from Select Energy Services, Soar Energy Solutions, and Aquahawk Energy to cross with a waterline. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

There were no applications for tin horn permits.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of September and before and authorize or deny payment of such claims.

Windle Hardy made a motion to approve the transfers and appropriations for the following departments: County Highway. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to approve the payroll. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for 911 Fees- Compliance Solutions-$3.80, Taxconnex LLC-$257.79, Pioneer Telephone Coop-$2,140.75, Level 3 Communications-$2.59.
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for B4-1- Jensen Law LLC-$100.00, Bridgecreek Public Schools-$3,570.00.
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for General Fund Continental Resources-$156.35, Grady County Election Board-$245.42, USDA-$3,249.51.
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for T-2#1-QDB Consulting-$2,000.00, Enlink Midstream-$1,000.00, Soar Energy Solutions-$1,500.00, T-2#2- Select Energy Services -$3000.00, Aquahawk Energy-$6,000.00, Enable Midstream-$2,000.00.
