MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON July 2, 2018

 

                The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Windle Hardy, Ralph Beard, and Kirk Painter.

 

                The meeting was called to order and roll call: Windle Hardy, Ralph Beard, and Kirk Painter.

 

                The meeting was opened with the “Pledge of Allegiance”

 

                Ralph Beard made a motion to approve the minutes of the June 25, 2018 meeting. It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Windle Hardy made a motion to approve the following blanket purchase order numbers 190001-190257. It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Ralph Beard made a motion to go into Executive Session-Pursuant to Title 25 O S 307(B)(4) to discuss and possibly take action to enter into executive session, upon the advice of legal counsel, for the purpose of confidential communications between the board and its attorney concerning the lawsuit between the State of Oklahoma, Ex Rel., Mike Hunter Attorney General of Oklahoma vs. Purdue Pharma L.P., ET al. Defendants.  Attorneys from the law firms Fulmer Sill, Mcafee & Taft and John Zelbst will be present to provide advice and information. Public disclosure of the confidential communications would seriously impair the ability of the board and its attorney to properly process and litigation.  As such, the communications in this executive session are confidential. Windle Hardy made a motion to go back into regular session. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Ralph Beard made a motion to approve a resolution to provide for retention of attorneys to address Opioid Epidemic and approve a representation and fee agreement.  It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve a 1 year subscription of Hyper-Reach Emergency Notification System from July 1, 2018-June 30, 2019. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

There were no reports from the Safety Director.

 

No draw requests were made for the Grady Memorial Hospital or the Courthouse Security Vestibule.

 

Windle Hardy made a motion table the meeting with Paul Jones from the Grady County Rural Water District on road Crossings. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

               

                The Commissioners discussed renovation and repairs for the building and property owned by Grady County located at 828 West Choctaw, Chickasha, Ok.

               

                Ralph Beard made a motion to approve a “Declaration of vacating of plat” known as Winter Creek Golf and Country Club Development part 8. Requesting party is Mid Property Holdings, LLC. The plat is located in Red Book 5, Page 23.  The plat is part of section22, township 7 North range 5 west of the Indian Meridian, Grady County, State of Oklahoma. It was seconded by Kirk Painter.                 Windle Hardy made a motion to approve of the Resale Financial Statement. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve the County Treasurer to invest county monies for the 2018-2019 Fiscal year.  It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve the sale of county owned properties on August 29, 2018.  It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Ralph Beard made a motion to approve the 2018 disaster recovery plan for the Court Clerk office.  It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve a contract for Janitorial services between Grady Health Department and The Professional for the 2018-2019 fiscal years.  It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve the full maintenance agreements on copiers between Standley Systems and the Treasurer, Commissioners, Count y Clerk, and Emergency Management for the 2018-2019 fiscal years.  It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Kirk Painter made a motion to reduce the speed limit on 1350 Old Highway 62 from 45mph to 35 mph and to install children at play signs.  It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Kirk Painter made a motion to reduce the speed limit on CR 1340 from CS 2880 to CS 2890 from 45 mph to 35 mph and to install children at play signs.  It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Ralph Beard made a motion to accept the applications for permits from Iron Horse Midstream permits to cross with a pipeline a county road or7-8-7 – 6-8-7, 7-8-7 – 6-8-7 18-8-7 – 17-8-7, 18-8-7 – 17-8-7, 16-18-7 – 16-18-7, 16-8-7 – 16-8-7, 15-8-7 – 14-8-7, 15-8-7 – 14-8-7, 14-8-7 – 23-8-7, 14-8-7 – 23-8-7, 19-8-6 – 19-8-6, 19-8-6 – 19-8-6, 19-8-6 – 20-8-6, 19-8-6 – 20-8-6, 29-8-6 – 20-8-6, 29-8-6 – 20-8-6It was seconded by Windle Hardy. Kirk Painter made a motion to accept the waterline permits from Recoil Oilfield Services permits to cross with a water line, a county road 30,or -7N-5W – 25-7N-6W. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Kirk Painter made a motion to accept the waterline permits from Bluefin Water Solutions permits to cross with a water line, a county road or , or 9-8N – 16-8N-5W. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Kirk Painter made a motion to accept the waterline permits from H2O Enviro Serivces permits to cross with a water line, a county road or , or 25 East of Ash Road Southside – Southside CR 150th Crossing Mellegoard Rd. – ½ East of Mellegoard Rd. Kirk Painter made a motion to accept the tinhorn permits from Vickers Construction. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of July and before, and authorize or deny payment of such claims.
