THE BOARD OF COMANCHE COUNTY COMMISSIONERS WILL MEET JN REGULAR SESSION AT 9:00 A.M., JULY 2,
2018 IN ROOM 302 OF THE COMANCHE COUNTY COURTHOUSE, LAWTON, OKLAHOMA.

Comanche County, Oklahoma.
6. Consider Awarding Bid #44 – Request for Proposals on Information Technology (I.T.) Managed
Maintenance and Monitoring Services for the Comanche County Assessor’s Office.
7. Consider Awarding Written Bid #WB05 – New Concrete Driveway for Valley

CONSENT AGENDA: The following items are considered to be Routine by the Board of Commissioners
and will be enacted with one motion. Should discussion be desired on an item, that item will be
removed from the Consent Agenda prior to action and considered separately.

A. Consider approval of Renewal of Professional Service Agreement between Comanche County Health
Department (CCHD) and William White, Community Organizer, to assist CCHD in the effective
implementation of the Disproportionate Minority Contract strategies in that it directly relates to
the Comanche County Community Health Improvement Plan. The term of Agreement shall begin July!,
2018 and tetminate June 30, 2019. The fee for services shall be at the rate of $22.00 per hour and
shall not exceed$27,000.00

B. Consider approval of Renewal of Professional Service Agreement between Comanche County Health
Department (CCHD) and John Cremer, Contractor to provide various services to include, but not
limited to, janitorial duties, obtaining items needed in clinic, delivery of correspondence between
CCHD and other Medical Clinics, collection of mail, and inspection of building, outbuildings, and
grounds. The term of Agreement shall begin Julyl, 2018 and terminate June 30, 2019. The fee for
services shall be at the rate of
$11.00 per hour.
C. Consider approval of Renewal of Professional Service Agreement between Comanche County Health
Department (CCHD) and Mary V. Moon, to provide Web Design services in support of the CCHD clinics
and community based programs. The term of Agreement shall begin July 1, 2018 and terminate on June
30, 2019. The fee for services shall be at the rate of$35.00 per hour.
D. Consider approval of Renewal of Professional Service Agreement between Comanche County Health
Department (CCI-ID) and Jami Swatkowski, Records Control Clerk to provide getting Records ready of
Scanning and Destruction in support of the CCHD. The term of Agreement shall begin July
!, 2018 and terminate on June 30, 2019. The fee for services shall be at the rate of$!3.00 per
hour.
E. Consider approval of Renewal of Professional Service Agreement between
Comanche County Health Depaiiment (CCI-ID) and Hannah Stafford, Records Control Clerk to provide
getting Records ready of Scanning and Destruction in support of the CCI-ID. The term of Agreement
shall begin July
!, 2018 and terminate on June 30, 2019. The fee for services shall be at the rate of$13.00 per
hour.
F. Consider approval of Renewal of Professional Service Agreement between
Comanche County Health Department (CCI-ID) and McKenize Chinnow, Records Control Clerk to provide
getting Records ready of Scanning and Destruction in suppoti of the CCI-ID. The term of Agreement
shall begin July
!, 2018 and terminate on June 30, 2019. The fee for services shall be at the rate of$!3.00 per
hour.
G. Consider approval of Renewal of Professional Service Agreement between
Comanche County Health Depaliment (CCI-ID) and Sylvia Judy, Records Clerk/Switchboard Operator to
provide getting Records ready for Clinic, Scanning and Destruction and switchboard operation in
support of the CCI-ID. The term of Agreement shall begin July I, 2018 and terminate on June 30,
2019. The fee for services shall be at the rate of$13.00 per hour.
I–1. Consider approval of Renewal of Contract between Comanche County Health Department (CCHD) and
Comanche Floor Care, to provide floor care services, mopping, stripping, waxing & buffmg of tiled
areas, vacuuming and shampooing carpets for the CCI-ID. Fee for services will be at the rate of ·
$50.00 per hour and the term of contract will be from July 1, 2018 and terminate on June 30, 2019.

I. Consider approval of Oklahoma Depmiment of Transportation Resolution County Road Machinery and
Equipment Revolving Fund Lease Renewal and Insurance Verification. Whereas it is the desire of
the Board of Comanche County Commissioners to renew, extend and revitalize the Lease-Purchase
Agreement for the period of one year beginning July I, 2018 and ending on June 30, 2019 for the
following road construction machinery or equipment

·324A for payment in the amount of $47,250.00 to Smith Roberts Land Services for Right of Way
services provided for May 2018, for Comanche County Project J/P #30458(04), Trail Road.
L. Consider approval of renewal of the Central Mall (Lawton) Parking License Agreement by and
between GG&A Central Mall Pa1tners, L.P. and the Board of County Commissioners of the County of
Comanche, Oklahoma. Allowing the County to use a portion of the Mall parking area by Courthouse
for employees and visitors. The fee for the use of parking is $55.00 per month and term of
Agreement is to be July 1, 2018 thru June 30, 2019.

M. Consider approval of a renewal of the Software License Agreement by and between Todd Holliday,
CEO ofLandMark GSI, and Comanche County Assessor, Grant Edwards for the FY 2018-2019. LandMark
Software is used for Assessment and Computer Assisted Mass Appraisals by the Assessor’s Office.
Annual fee is $39,190.00 and Agreement shall expire June 30, 2019.
N. Consider approval of2018 REAP 182210 Grant Request for Payment in the amount of $45,000.00 for
Comanche County District #1, for the Valley View Volunteer Fire Department which was for written
Bid #WB0S – New Concrete Driveway.
0. Consider approval of an Agreement for Work on Private Property from
Wayne Yackeyonny, S/2, Sl4, T2N, Rl4W I.M., for Gravel.
P. Consider approval of Contract & Agreement for purchase of Gravel from Wayne Yackeyonny from
District #3.
Q. Consider approval of Interlocal Agreement by and between the Board of County Commissioners of
Tillman County, Oklahoma and the Board of County Commissioners of Comanche County, Oklahoma. As
permitted under 74 O.S. § 1001. For the mutual benefit of each party to provide any agreeable
assistance in road construction and maintenance. The term of this Agreement shall be from July 1,
2018 through June 30, 2019.
R. Consider approval of Memorandum of Understanding to Bureau ofindian Affairs, Depaiiment of
Transportation, the Comanche Nation has identified streets in Elgin, Comanche County, Oklahoma
around the Elgin Public School area, used by tribal members and the general public that are in
need of repair. Comanche County is currently responsible for the maintenance of the roads and can
meet this responsibility with the counties current maintenance funds allowing the county to
maintain these roads if they are upgraded.
These routes will remain open to the public after they are added to the Comanche Nation’s IRR
inventory.
S. Consider approval of Encumbrance from 2007 Sales Tax Fairgrounds Fund in the amount of
$21,081.95 to the Comanche County Fairgrounds Trust Authority for estimate of needs for the month
of July 2018.
T. Consider approval of Encumbrance from 2007 Sales Tax Industrial Authority Fund in the amount
of $59,586.43 to Comanche County Industrial Development Authority (CCIDA) for estimate of needs for
the month of July 2018.
U. Consider approval of Encumbrance from 2007 Sales Tax Rural Fire Departments in the amount
of$19,841.84 to the Comanche County Emergency Management for disbursement of funds for the rural
fire departments estimate of needs for the month of July 2018.
V. Consider approval of Encumbrance from Home Finance Interest Fund in the amount of $2,400.00 to
Oklahoma Department of Agriculture Food & Forestry Wildlife Services Division for the Wildlife
Damage Management Program for Comanche County’s portion of expenditures for Predator and Rodent
Services with Agreement for FY 2018 -2019.
W. Consider approval of Officials Monthly Repmis.
X. Consider approval of Requests for Appropriations.

Z. Consider approval of Transfer of Funds.

8. Acknowledge Comanche County Resale Property Fund Apportionment; Title 68, Oklahoma Statute,
3137. Rhonda Brantley, Comanche County Treasurer reports there is an amount of $450,000.00 as a
balance on hand over and above the necessary reserves. Per statute cited, 1/3 will be allocated to
the county, 1/3 will be allocated to the cities and towns of Comanche County; and I /3 will be
allocated to the school districts.
