MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON JUNE 18, 2018

 

                The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Windle Hardy, Ralph Beard, and Kirk Painter.

 

                The meeting was called to order and roll call: Windle Hardy, Ralph Beard, and Kirk Painter.

 

                The meeting was opened with the “Pledge of Allegiance”

 

                Windle Hardy made a motion to approve the minutes of the June 11, 2018 meeting. It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Windle Hardy made a motion to approve the following blanket purchase order numbers 186217-186232.   It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

GCEMA/Fire Report: Dale Thompson and Amanda Wilkerson reported to the Commissioners that they thought that going with Securadyne Systems was the best option for the Security Vestibule. Kim Duke reported that the Fire Board meeting is tomorrow night at 7:00PM and the budget part of the meeting is at 6:45PM.

 

There were no reports from the Safety Director.

 

There was no draw request from the Grady Memorial Hospital or the Courthouse Security Vestibule.

 

Approval for a resolution for the Resale Financial Statement from the Treasurer, Robin Burton, was tabled for a later date.

 

Windle Hardy made a motion to appoint Robin Burton, Grady County Treasurer, entity administrator for SAM. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

               

                Ralph Beard made a motion to accept the bid on County owned property located all Lot 10 Block 156 Chickasha. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

 9:30 AM-Ralph Beard made a motion to accept the bid for a Double Steel Roller for District #3. It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter. 

               

                Windle Hardy made a motion to recess the meeting for Ribbon Cutting Ceremony on Security Vestibule . It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

               

                Ralph Beard made a motion to reconvene the meeting. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve the ACCO-SIG Fiscal Year 2018-2019 Property & Liability Quote for Grady County. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve changes with the percentages for ACCO-SIF Workers Compensation and for ACCO-SIG Property & Liability. It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve the contracts for Juvenile Detention Care between Grady County and ROCMND Area Youth Services, Sequoyah Enterprises Comanche County. It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to approve an agreement between Sheriff’s department and Canadian Valley Vo-Tech. It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Kirk Painter made a motion to reduce the speed limit at the CR1350 and CS2880 North to CR 1340 and CS 2880 from 45 mph to 35 mph and to install Children at play signs. It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to accept the applications for permits from Oneok permits to cross with a Road Bore a county road or 34-T5W-R5W & 35-T5N-R5W, 36-T5N-6W & 31-T5N-R5W, 31-T5N-R5W & 32-T5N-R5W. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to accept the applications for permits from Petro Land Services permits to cross a county road or 23-7N-6N. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

Windle Hardy made a motion to accept the applications for permits from Lime Rock Resources permits to cross with a  8” steel and 4” poly line a county road or 36&35-7N-8W. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

 

Kirk Painter made a motion to approve an application for a tinhorn/driveway permit from EOG Resources to cross with a tinhorn a county road or 29-8-5. It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

 

                Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of June and before, and authorize or deny payment of such claims.

 

                Windle Hardy made a motion to approve the transfers and appropriations for the following departments: County Clerk, Assessor, Sales Tax SC- Al, SC- TU, Resale, CF, Sheriff .  It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Windle Hardy made a motion to approve the monthly reports for the following county offices: Election Board, and Court Clerk. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for SWB 911, OTC-$19,586.68.

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for T-2 #2- Lime Rock Resources-$2,000.00, Petro Land Services-$4,000.00, Oneok Field Services-$3,000.00.

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for R-2-Office of the Treasurer-$42,583.83,Donald Horn-$33.00, Spencer Schroed-$11.00, First national Bank-$7.50, Stephens Co DA-$509.77, Continental Resources Inc.-$240.81, SL-1-$4,234.42.
