MINUTES OF THE COUNTY COMMISSIONERS MEETING HELD ON MAY 21, 2018

 

                The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Windle Hardy, Ralph Beard, and Kirk Painter.

 

                The meeting was called to order and roll call: Windle Hardy, Ralph Beard, and Kirk Painter.

 

                The meeting was opened with the “Pledge of Allegiance”

 

                Kirk Painter made a motion to approve the minutes of the May 14, 2018 meeting. It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Windle Hardy made a motion to approve the following blanket purchase order numbers 185722-185784.   It was seconded by Ralph Beard.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

GCEMA/Fire Report: Dale Thompson reported that the Drug Plan Handbook has been printed. He addressed the board about the access point for the Security Vestibule, he wanted the Commissioners to consider Secradyne Systems the need of the courthouse. Tomorrow GCEMA would be having an emergency prepared meeting at the hospital to go over procedures. The safe room project is still ongoing. Kim Duke reported that the Board meeting was last Tuesday. Firefighter one class is beginning, and pumper training will start in June.

 

                There were no reports from the Safety Director.

 

Windle Hardy made a motion to approve the draw request from Grady Memorial Hospital. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

There was no draw request from Courthouse Security Vestibule.

 

                Windle Hardy made a motion to approve the Plat Maps of Black Jack Acres. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                There was no Action to approve hiring a contractor to do repairs at the USDA building. The ADA Stephanie Robinson was researching this further.

 

                Windle Hardy made a motion to approve to appoint and re-appoint members to the Grady EMS District Board of Trustees. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

At 9:30 AM-Windle Hardy made a motion to accept the bid for one 2014 Ford Taurus and one 2016 Ford Taurus with police package from the Police Units Unlimited Shawnee, OK – for $13,000.00 each vehicle for the Sheriff’s Department.  It was seconded by Kirk Painter.  AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter. 

 

                Kirk Painter made a motion to approve the County Commissioners sale to Highland Trails LLC located at s 55’ of Lots 7-10 Block 15 of Chickasha. It was seconded by Windle Hardy. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Windle Hardy made a motion to approve the donated sick time to a county employee. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                Windle Hardy made a motion to accept the applications for permits from Blue Mountain Midstream LLC, permits to cross with a pipeline a county road or highway 22-10N-6W & 21-10N-6W. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

 

                No Action to approve the letter of support for Southern Plains Cable.

 

                There was an informational session with all elected officials conducted by the Sheriff’s office regarding courthouse Security. The Sheriff spoke to the official’s about the doors in the courthouse, he said there would only be one entrance from now on and that entrance would be at the back of the courthouse. Officials will have access to the courthouse after hours. He wanted the officials to know that when the panic alarm is set off no one will be allowed to leave the building or enter the building until all cleared. All citizens will be scanned to get inside the building unless you have the proper identification.

 

                There was a discussion on County wide Internal Controls conducted by the ADA Stephanie Robinson.  Ms. Robinson had us sign in that we were in attendance at the meeting. Ms. Robinson told the officials she had been working on the State Auditor Internal Controls.  She went over what every official should being doing in their own office and that she would be having quarterly meetings in order to be in compliance with the state auditor. Jill Locke spoke about the SEFA report and that every official must sign off on federal grants from now on to be in compliance with the auditors.

 

                Windle Hardy made a motion to approve the transfers and appropriations for the following departments: Resale, County Highway, and Sales Tax SC Alex, Sheriff Service, and a special apportionment for Emergency Management.  It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

                Audience Participation-A citizen Bob Andrews spoke to the board about his road needing improved he said his road was not a private drive. The commissioner’s discussed with him information with him on how to get his road declared a county road.

 

                Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of May and before, and authorize or deny payment of such claims.

 

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for SWB 911-2, Pioneer Telephone Coop $2,238.53, Level 3 Communications-.25,Tax Connex-$249.17, Alex Municipal Authority-$300.00, Bridge Creek Fire Protection-$500 , B4-1- Mental Health & Substance Abuse-$677.44,McClain Co.-$48.76, Sims, Price & Price-$50.00-Caddo Co-$50.00, Caddo Co.-$50.00, Beckham Co.-$50.00, B-1- Grady County-$2276.80.

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for T-AFPF-Dist #1- QDB Consulting- $1000, T-2 District #1-City of tuttle-$30,000.00

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for SL-1-$4234.42
