WALTERS CITY COUNCIL MEETING

March 20, 2018

The Walters City Council met in regular session at 5:00 p.m. on March 20, 2018 in the City Council Chambers in the City Hall. Those present were Mayor David Mitchell; Vice Mayor Roberta Ellis; Councilmen Richard Anderson, Steve McCammon; City Manager Shawn Strange; City Clerk Sheri Davis and City Attorney Hyman Copeland. Councilmen Bob Nance was absent.

Mayor David Mitchell opened the meeting with prayer.

Pledge of Allegiance to the Flag of the United States of America.

Visitors present were Accounts Payable Clerk Karla Eschiti, Stephen Ford, Gerald Hayes, Garrel Gwoompi and Carrie Miller.

Item #3—Steve McCammon made a motion to approve the Consent Agenda. Roberta Ellis seconded the motion. The vote was:

Ayes: Mitchell, Ellis, Anderson, McCammon

Nays: None

(a) Approval of March 6, 2018 regular City Council meeting minutes.

(b) Approval of purchase orders and signing of checks for all City funds presented at the 3-20-18 council meeting and ratification of routine checks subsequent to the 3-6-18 regular council meeting.

Item #4—Stephen Ford, a Citizen of Walters came to the City Council meeting to ask for the Councils approval to close a portion of Broadway to have a Street Festival. Mr. Ford told Council all of his ideas. The only things he would be requesting of the City is trash cans and minimal Law Enforcement presence. He would take care of set up and clean up and any equipment needed. Vice-Mayor Ellis suggested to Mr. Ford that he needed to get with the City Manager Shawn Strange and work out more details and come back to council if needed. The date for this Festival is June 2, 2018. Council has no issues with this idea. Richard Anderson made a motion to approve having this Street Festival. Steve McCammon seconded the motion. The vote was:

Ayes: Mitchell, Ellis, Anderson, McCammon

Nays: None

Move to Item #6 due to the person to speak about Item #5 was not present at the time of Item #5

Item #6—Wes Eidson was present to talk with Council about having the Mud Bogg again at Sultan Park. The Mud Bogg is a one (1) day event set for August 18, 2018. Roberta Ellis has concerns about having this event at Sultan Park. The Mud Bogg area looks bad all year and she would like to see this moved to another location. Richard Anderson made a motion to approve having the Mud Bogg, but possibly changing the location. Steve McCammon seconded the motion. The vote was:

Ayes: Mitchell, Anderson, McCammon

Nays: Ellis

Vice-Mayor Roberta Ellis votes no upon the event staying at Sultan Park.

Item #5—Garrel Gwoompi came to Council to ask if a one (1) day Honor Dance for Shelby Mata could be held on April 21, 2018. He is requesting trash cans and electric and water from the City. He stated there will be vendors, Garrel will be responsible for collecting the fees from them and paying the City. Council stated that Garrel needs to get with City Manager Strange to work out any other details. Steve McCammon made a motion to allow this one (1) day Honor Dance. Roberta Ellis seconded the motion. The vote was:

Ayes: Mitchell, Ellis, Anderson, McCammon

Nays: None

Item #7—Accounts payable clerk gave council the check register showing all checks being signed tonight and the City Clerk gave council the cash reports showing how much money is left on the books after checks tonight also. City Manager passed out a spreadsheet showing how all departments are doing from a budget standpoint.

Item #8—New Business, City Manager reminded Council the Beautification Project day was March 10th at Sultan Park and was a success. The next day will be April 21st or 28th at Boyer Lake. Shawn Strange also stated the Class of 1969 worked at Kidtopia on March 17th and it looks really nice. City Manager also stated they have been working on the drainage problem at the Youth Park and we are starting to work on the Pool to get ready for the summer. Lastly, the Fire Department had four (4) trucks down, but we have 3 of them fixed. That is all the new business for this meeting.

Purchase orders were approved and the following checks signed.

There being no further business, the meeting adjourned to go into the regular session of the WPWA meeting.
