MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON JANUARY 28, 2018

8:45 AM-Special Meeting of the Trustees of the Grady County School Finance Authority and the Grady County Commissioners.
The meeting was called to order and roll call: Windle Hardy, Ralph Beard, and Kirk Painter.
Others in attendance: Attorneys- James & John Perryman, David Floyd, Jacquelyn Hensley, Ryan McDonald, and David Morrow.

Discussion/Action: On a Resolution accepting the Beneficial Interest in the Grady County School Finance Authority by a Trust Indenture for and on behalf of Grady County, Oklahoma, in all respects in accordance with the terms of said Trust Indenture, and Declaring an Emergency. No action was taken.

Discussion/Action: Upon a Resolution Authorizing and Approving the incurring of Indebtedness by the Trustees of the Grady County School Finance Authority to be accomplished by the Issuance of Lease Revenue Bonds, Notes, or Other Evidences of Indebtedness in one or more Series on a Tax-Exempt or Taxable Basis, at a Premium or Discount, in the Aggregate Principal Par Amount of Not to Exceed Four Million Five Hundred Thousand Dollars, ($4,500,000) to Provide Funds to complete the Acquisition, Construction, Equipping, Renovating, and Remodeling of School Buildings, Acquiring School Furniture, Fixtures and Equipment and Acquiring and Improving Schools Sites related to Independent School District 95, Grady County, Oklahoma (“Bridge Creek Public Schools” or the “District”); establish a Reserve Fund, if any, Capitalize Interest and Pay Cost of Issuance and All Matter related thereto, including but not limited to the Waiver of Competitive Bidding thereof, and Declaring an Emergency . Windle Hardy made a motion to accept said request. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.
Further discussion: Mr. Ryan McDonald stated the financing of the $4.830 million dollar bonds would be paid off in 2024. Mr. David Morrow stated various improvements with these bonds-outdoor facilities, track, and remodel the third and fourth grade buildings.

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Windle Hardy, Ralph Beard, and Kirk Painter.

The meeting was called to order and roll call: Windle Hardy, Ralph Beard, and Kirk Painter.
The meeting was opened with the “Pledge of Allegiance” and “Prayer.”

Kirk Painter made a motion to approve the minutes of the January 22, 2018 meeting. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to approve the following blanket purchase order numbers 183788 to 183811. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

GCEMA/Fire Report: Dale Thompson informed the board that the SW Communication Drill was last Friday-36 entities did the drill with 90 action of communications, 3 other areas attended. Mr. Thompson stated there will be a monitor intruder drill at Ninnekah, warmer weather tomorrow and high fire danger. Fire report: Kim Duke informed the board that chiefs meeting is tonight and stated the fire departments vehicle titles will be scanned and then sent to the County Clerk’s Office to be stored in the safe.

Grady County is moderate drought conditions-needs to be extreme conditions before a burn ban can be put in place according to Mr. Dale Thompson.

There was no action on the update from the Safety Director or draw requests from Grady Memorial Hospital.

Windle Hardy made a motion to approve the draw requests from Courthouse Security Vestibule-PO # 175998 to CMS Willowbrook Construction. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter. (Mr. Hardy stated that at a recent meeting with CMS Willowbrook-the Vestibule should be complete in April).
Kirk Painter made a motion to approve the removal of Laura Elzo from the Grady County Industrial Authority. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to approve the Circuit Engineering District Auction Policies. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

At 9:30 AM-Kirk Painter made a motion to reject all bids on selling a 2013 John Deere Tractor for District #2. It was seconded by Ralph Bead. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the declaration of surplus for items for Districts 1 & 3 in compliance with 19 O.S. Sub-section 339 & 421 thru 421.2 . It was seconded by Kirk Painter. County Clerk, Sharon Shoemake informed the board about an Attorney General’s Opinion on how the permits funds could be used. After speaking to the State Auditor’s office-the Application Permits can be an extension of the County Highway Funds in accounts (which will be on next week’s agenda) and set up for personal services, maintenance & operation and capital outlay.

Ralph Beard made a motion to approve the 2018 Employee Personnel Policy Handbook. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

Windle Hardy made a motion to approve the transfers and appropriations for the following departments: County Clerk & Sales Tax-fire tax-Chickasha & Rush Springs. It was seconded by Ralph Beard. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

There were no monthly reports to be approved.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of January and before, and authorize or deny payment of such claims.

Audience Participation: Troy Travis of Lochner Engineering stopped by to the meeting.

David Floyd informed the board that the Notice was posted, but failed to be on the agenda and requested action on a Resolution calling a special election and authorizing the issuance of an Election Proclamation for the McClain County and Grady County Emergency Medical Services District. Ralph Beard made a motion to approve said request. It was seconded by Kirk Painter. AYE: Windle Hardy, AYE: Ralph Beard, and AYE: Kirk Painter.

First Deputy County Clerk, Jill Locke informed the board that Open Enrollment for Employees Health Insurance will begin April 1and all Employees will have to enroll themselves with an email account and password. Ms. Locke encouraged the board to attend future insurance meetings and the Clerk’s office will be available to help any that need it.
