MINUTES OF THE COUNTY GRADY COMMISSIONERS MEETING HELD ON SEPTEMBER 11, 2017

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Ralph Beard, Windle Hardy, and Kirk Painter.

The meeting was called to order and roll call: Ralph Beard, Windle Hardy, and Kirk Painter .
The meeting was opened with the “Pledge of Allegiance” and “Prayer”.

Kirk Painter made a motion to approve the minutes of the September 5, 2017 meeting. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the following blanket purchase order numbers 181470 to 181480. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

GCEMA/Fire Report: Dale Thompson informed the board that he would be attending an EMS class this week in Lawton and on Tuesday-LEPC Safety Workshop Class that he would be teaching-weather outlook is good. Fire report: Christie Kern informed the board that she attended a planning meeting on the upcoming conference for firefighter women volunteers , attended a fundraiser at the Elks Lodge and training at the McAlester Fire School.

Safety Director, George Manning informed the board that he is currently inspecting the fire extinguishers for the district barns and courthouse and safety inspections for road crew for Districts 2 & 3-road crew incompliance and stated District 1 would be next.

There was no action on the draw request for Grady Memorial Hospital.

Windle Hardy made a motion to approve the Interlocal Agreement between the Board of Grady County Commissioners and the City of Blanchard. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.
Ralph Beard made a motion to approve the appointment of Kim Duke to the 522 Board. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the re-appointment of Jack Porter to the Washita Valley Community Action Board of Directors for a three year term-effective October 1, 2017. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There was no action on leasing minerals owned by Grady County to R. K. Pinson & Associates LLC.

Kirk Painter made a motion to accept the application of permit from Enable Gas Gathering LLC, a permit to cross with a pipeline, a county road or highway-Crossing County Road NS2980 between Sections 13 & 14-T8N-R5W. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Kirk Painter made a motion to accept the application of permit from Enable Gas Gathering LLC, a permit to cross with a pipeline, a county road or highway-Crossing County Road EW 1280 between Sections 15 & 22-T8N-R5W. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Kirk Painter made a motion to accept the application of permit from Enable Gas Gathering LLC, a permit to cross with a pipeline, a county road or highway-Crossing County Road NS2970 between Sections 14 & 15-T8N-R5W. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

At 9:30 AM-Kirk Painter made a motion to approve to request for bid for a Double Drum Vibratory Asphalt Compactor for Grady County District #2. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the transfers and appropriations for the following department: County Highway. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the monthly reports for the following county offices: County Clerk, Court Clerk, Election Board & Health Department. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of September and before, and authorize or deny payment of such claims.

Audience Participation: Steve Cilberg of CP & Y Engineering stopped by to discuss road and bridge projects.

New Business: Ty Lawson and Williams Allison of American Trustee Inc.-discussed supplemental insurance with the commissioners. The board is interested and ask clerk to contact Jim Evans of Colonial Insurance.

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check-OTC Use Tax-GHM-USETX-2-$29,162.27 & 911-1-OTC Use Tax-$29,162.27
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check-Court Clerk-Litter Reward-CRTCLK-LRF-2-$97.52
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for T-AFPF-#2-T-2-permits-Enable Gas-$3000.00
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for Sheriff-B4-1-East Texas-$50.00 & Grady County DA-$100.00
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for SWB 911-2-Dispatch Fees-Rush Springs-$253.33, Rush Springs EMS-$126.67 & Alex-$900.00
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for General Fund-R-2-oil & gas revenue-DC Energy-$31.33 , Newfield Mid-Continent-$58.90 & Stephens County DA-1/2 electric bill-$731.27
