MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON SEPTEMBER 5, 2017

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Ralph Beard, Windle Hardy, and Kirk Painter.

The meeting was called to order and roll call: Ralph Beard, Windle Hardy, and Kirk Painter.
The meeting was opened with the “Pledge of Allegiance” and “Prayer.”

Kirk Painter made a motion to approve the minutes of the August 28, 2017 meeting. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the following blanket purchase order numbers 181376 to 181399. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

GCEMA/Fire Report: Dale Thompson informed the board that the State office requested that he could go to Louisiana with FEMA on the recent hurricane, but he is teaching a class and not able to go at this time. There was discussion on counties helping other states with disasters-Mr. Thompson stating when helping others with disasters the main thing is to document the work being done. Mr. Thompson stated it has been a quiet week and the weather this week should be great. Fire report: Christie Kern stated very quiet week, received a thank you note from the Lone Wolf Fire Department, and uniforms for the Honor Guards has been ordered.

Safety Director, George Manning informed the board that he has spoken to the fire stations on the changes with the Department of Labor and checking on the changes for storage tanks, also quiet on the safety issues for the county.

There was no action on the draw request for the Grady Memorial Hospital, on surplus equipment for the Health Department and transfer of equipment to District
#3.

Kirk Painter made a motion to approve the bid on county owned property made by Fred J. Givens in the amount of $50.00 for property located at: All of Lots 14 & 15 of Block 6 East Side Addition aka 405 E Walnut-Chickasha, OK . It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

At 9:30 AM-Windle Hardy made a motion to accept the bid on a 2014 Ford Explorer AWD, White fully equipped for the Sheriff’s Department. The bid made by Police Units Unlimited of Shawnee, OK for the price of $19,500.00. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter. (Other bidder: Kansas Highway Patrol of Topeka, KS for the price of $68,750 for total of 3 vehicles-each vehicle $22,916.67).

There was no action on leasing minerals owned by Grady County to R K Pinson & Associations LLC.

Ralph Beard made a motion to accept the application for permits from Woodford Express LLC, permits to cross with a natural gas pipeline, a county road or highway-N 2980 RD-Section 26-T4N-R5W to Section 25-T4N-R5W. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to accept the application for permits from Woodford Express LLC, permits to cross with a natural gas pipeline, a county road or highway-N 2990 RD-Section 25-T4N-R5W to Section 30-T4N-R4W. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to accept the application for permits from Enable Gas Gathering, LLC, permits to cross with a Natural Gas Pipeline, a county road or highway-Crossing County Road NS 2895, 760 feet South of the NW Corner of the NE/4 of Section 28-T6N-R6W and into the NW/4 of Section 28-T6N-R6W. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

At 9:30 AM-Ralph Beard made a motion to approve the request for bid for a Light Rescue Unit for the Amber Fire Department. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the transfers and appropriations for the following departments: Sheriff Service & Sales Tax Sr Center-Tuttle. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the monthly reports for the following county offices: Assessor and Election Board . It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of September and before, and authorize or deny payment of such claims.

Audience Participation: Rick Gilleland introduced himself to the board- he is the new EMS Director and Fire Chief for the Town of Rush Springs. Mr. Gilleland stated he recently retired from the fire department and he is looking forward to working with the EMS and Fire Department.

The board approved the appropriations for the allocation for alcoholic beverage tax for towns and cities in the amount of $24,528.51 for the month of August 2017.
