MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON AUGUST 28, 2017

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Ralph Beard, Windle Hardy, and Kirk Painter.

The meeting was called to order and roll call: Ralph Beard, Windle Hardy, and Kirk Painter.
The meeting was opened with the “Pledge of Allegiance” and “Prayer.”

Windle Hardy made a motion to approve the minutes of the August 21, 2017 meeting. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the following blanket purchase order numbers 181255 to 181280 & 181288 to 181296. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Presentation: Convergence Solution Labs of Drug and Alcohol Testing: Ken Massey and Hyla Wood gave their presentation stating their company has been in business for over a year, serving several counties in Oklahoma, and went over their services. The board agreed to add them to the county’s vendor list.

Presentation: American Trustee-Supplemental Insurance: Several representatives-William Allison went over the insurance and stating the county could use a single service billing, Ty Lawson discussed the various insurances the county could use any of the companies, and Renae Ehler discussed the service and provided information on the various policies. The board asked for cost comparisons between their company and Colonial Insurance. They agreed and will report back with the Commissioners.

GCEMA/Fire report: Dale Thompson informed the board that on Wednesday he will be doing a site visit with Chemical Dynamics, which is located in the Northern part of Grady County-also looking at other site plans, continuing to monitor the Texas area on the hurricane and 3 counties in Oklahoma are heading there that are on disaster teams. Fire report: Christie Kern informed the board that fire chiefs meeting tonight, fire stations received monies from the Dept. of Agriculture, and informed the board that several incidents at the recent Alex Rodeo.

There was no update from the safety director.

Windle Hardy made a motion to approve the removal of Christie Kern and appoint Kim Thomas as requisitioning officer for the fire departments. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Kirk Painter made a motion to approve the removal of Perry Wenzel and appoint Christie Kern as receiving officer for the fire departments. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There was no action on the draw request for Grady Memorial Hospital.

Ralph Beard made a motion to approve the removal of Teri Rayburn and appoint Catherine King as receiving officer for the General Government accounts. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the removal of Lynn Lindsay and Teri Rayburn and designate Jill Locke, Sharon Shoemake, Donna Wright, Catherine King, Keri Molder, and Trish Bailey access to the Safety Deposit Boxes at First National Bank & Trust Co. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There was no action on Apache Corporation for Pumping Produce Water at Section 28-T6N-R6W in Grady County. T W Marshall of Apache Corporation was in attendance.

Ralph Beard made a motion to approve an agreement between the Grady County Sheriff and Canadian Valley Career Tech. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the 2017-2018 Estimate of Needs for Grady County. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the claims to Pinnacle Consulting for the Ninnekah Road Project-Job Piece 27856(04). It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Windle Hardy made a motion to accept the application for permits from ONEOK Field Services, a permit to cross with a natural gas pipeline, a county road or highway-N 2760 Rd. -NE/4 of Section 6-T10-R8W and SW/4 NW/4 of Section 5-T10-R8W. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Windle Hardy made a motion to accept the application for permits from ONEOK Field Services, a permit to cross with a natural gas pipeline, a county road or highway-N 2750 Rd between NE/4 of Section 1-T10N-R9W & NW/4 of Section 6-T10N-R8W. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve a resolution County Commissioners to recommend ODOT the selection of a consulting engineer-selected Guy Engineering in the connection with construction of Public Project known as Bridge and Approaches over Lake Burtschi J. P. # 30462C05. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the transfers and appropriations for the following departments-Capital Improvements, GCEMA, & Sales Tax-Sr Center-Alex. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There were no monthly reports for county offices to be approved.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of August and before, and authorize or deny payment of such claims.

Old Business: County Clerk, Sharon Shoemake reminded the board that on Thursday, August 31st at Noon at the flagpole in front of the courthouse will be National Day of Prayer.
New Business: Citizens Janet Hackerman and Mrs. James Carpenter stopped by to report the property near the Fairgrounds needs to be mowed. The Commissioners stated that property is maintained either by the City of Chickasha or State of Oklahoma.
