WALTERS PUBLIC WORKS AUTHORITY MEETING

AUGUST 01, 2017

The Walters Public Works Authority met in regular session at 5:00 p.m. on August 01, 2017 in the City Council Chambers in the City Hall. Those present were Chairman David Mitchell; Trustees Bobby Nance, Steve McCammon and Richard Anderson; City Manager Shawn Strange; City Attorney Hyman Copeland; and Deputy City Clerk Sheri Davis. Vice Chairperson Roberta Ellis and City Clerk Dollie Glenn were absent.

Visitors present were former Municipal Judge Gerald Hayes, Accounts Payable Clerk Karla Eschiti, Street Superintendent Johnny Skinner and spouse Lisa, Edith Kitchen, Wes Eidson and Monty Powers.

Item #3—Steve McCammon made a motion to approve the Consent Agenda. Richard Anderson seconded the motion. The vote was:

Ayes: Mitchell, Nance, McCammon, Anderson

Nays: None

(a) Approval of July 18, 2017 regular WPWA meeting minutes.

(b) Approval of purchase orders and signing of checks for all WPWA funds presented at the 08-01-17 WPWA meeting and ratification of routine checks subsequent to the 07-18-17 regular WPWA meeting.

Item #4—No action taken on the Payment Extension Agreement Policy.

Item #5—Richard Anderson made a motion to approve the Annual Dues for MESO for FY 2017-2018. Steve McCammon seconded the motion. The vote was:

Ayes: Mitchell, Nance, McCammon, Anderson

Nays: None

Item #6—Richard Anderson made a motion to approve the OMUSA (MESO) Job Training and Safety(JT&S) program fees for FY 2017-2018. Bob Nance seconded the motion. The vote was:

Ayes: Mitchell, Nance, McCammon, Anderson

Nays: None

Item #7—Richard Anderson made a motion to approve the OMUSA (MESO) Random Drug Testing for FY 2017-2018. Steve McCammon seconded the motion. The vote was:

Ayes: Mitchell, Nance, McCammon, Anderson

Nays: None

Item #8—Steve McCammon made a motion to declare 10 street light poles as surplus and authorize the City Manager to dispose of as he deems appropriate. The City Manager stated that the City of Watonga is interested in the poles. Richard Anderson seconded the motion. The vote was:

Ayes: Mitchell, Nance, McCammon, Anderson

Nays: None

Item #9—Execution of Conflict of Interest Statements.

Item #10—Deputy City Clerk stated that the Accounts Payable Clerk gave each of them the Check Register for review of the checks to be signed at this meeting. Clerk gave the trustees the Cash Report showing how much money is on the books after the checks for tonight. No action taken.

Item #11—(a) Gerald Hayes questioned the status of the water hydrant to possibly be installed at the Welcome to Walters sign in order to water the flowers planted. City Manager stated he and the Water Superintendent have not had time to check on this for him. (b) Bob Nance mentioned that he thinks the council should be more informed when certain events happen with the City. City Manager agreed that he would keep them more informed. (c) Street Superintendent Johnny Skinner stated that he would like to take his personal items when he leaves on August 15th. The Chairman and Trustees stated that he needs to take whatever was his. (d) City Manager informed the trustees that August 12th has been scheduled for another beautification day at Youth Park. (e) City Manager Shawn Strange gave the Trustees a spreadsheet with revenues from all departments for the past 6 months. (f) Wes Eidson also stated that the Youth League is having a ball tournament to raise funds also on August 12th. There was no other new business.

Purchase orders were approved and the following checks signed.
