MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON JULY 24, 2017

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Ralph Beard, Windle Hardy, and Kirk Painter.

The meeting was called to order and roll call: Ralph Beard, Windle Hardy, and Kirk Painter.
The meeting was opened with the “Pledge of Allegiance” and Prayer.”

Windle Hardy made a motion to approve the minutes after rescinding a motion on declaration of surplus of equipment for District #1 -the wrong paperwork was submitted at the previous meeting-July 17, 2017. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.
Kirk Painter made a motion to approve the minutes of the July 17, 2017 meeting after the amendment. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the following blanket purchase order numbers 180641 to 180676. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

GCEMA/Fire Report: Dale Thompson informed the board that the final 2 days of the Recovery Academy class will be completed soon, this past Saturday did Red Cross volunteer training-this is the 1st phase of training- and suggested fire fighters ladies to participate, and on Wednesday will meet with the mayor and clerk of the Town of Alex on Emergency Management for their area, and stated some rain and be careful with the heat and humidity. Fire report: Christie Kern stated Doug Meeks-chief of the Harold Fire Station -his son has passed away, reminded the board of the Guns & Roses Blood Drive -Wednesday July 26-1PM to 6PM at the First Baptist Church, Salt Creek Casino doing a water drive for the fire stations, and informed the board that the chiefs meeting has been cancelled.

There was no update or action from the safety director or the draw request from Grady Memorial Hospital.

Presentation: Cale Walker -Grady County’s 457 Retirement Plan from Security Benefit and John Robertson with John Hancock Company:-The current plan with Security Benefit is not administered locally and this would be helpful to the employees as well as being able to look up information on I Phones. The administrator would contact employees at each of the barn districts or at the courthouse, which is convenient; The board agreed.

Ralph Beard made a motion to approve the action to plug an abandoned oil site on the Grady County Fairgrounds. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter. (The board signed the agreement with Streamline Oil and Gas Inc.).

Discussion and Action-ADG PC Architect Fees on the Security Vestibule: Aaron Hunter of CMS Willowbrook Construction discussed the payment increase for the architect fees. Mr. Hunter stated the original cost for the Security Vestibule was at $350,000, which the architect fees were calculated from, but the final fixed fee is around $900,000. Mr. Hunter stated after discussion the agreed increase would be $20,000.00. Windle Hardy made a motion to approve said fee increase to the ADG, PC-Architect. It was seconded by Ralph Beard. Discussion and Action -Pertaining to the parking at the courthouse during the construction of the Security Vestibule: CMS Willowbrook Construction Project Manager, Greg Travis submitted the parking lot plans. There was further discussion with Jail Administrator, Jim Gerlach and Commissioners on preparing the Salvation Army site for more parking spaces with both parties agreeing to complete it. Ralph Beard made a motion to approve the said parking plans. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.
At 9:30 AM-Ralph Beard made a motion to table the bids on indexing land records and scanning for the County Clerk’s Office. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the contracts and lease agreements for the 2017-2018 Fiscal Year-with the following OSU Extension, Tisdal & O’Hara PLLC, TASC, Community Works, Comanche County Regional Juvenile Detention Center, ROCMND Area Youth Services and Grady County. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Kirk Painter made a motion to approve the agreement for Use of County Road as Local Highway Detour Federal Aid Project No. J2-0302(007) Job Piece No. 20302(07)-with ODOT, Grady County District #2 and McClain County District #3. Ralph Beard made a motion to approve the transfers and appropriations for the following departments: Sales Tax-SC-Tuttle , Minco, Sheriff Service, & General Fund-Charity. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There were no monthly reports for approval.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of July and before, and authorize or deny payment of such claims.
