MINUTES OF THE GRADY COUNTY COMMISSIONERS MEETING HELD ON MAY 30, 2017

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Ralph Beard, Windle Hardy, and Kirk Painter.

The meeting was called to order and roll call: Ralph Beard, Windle Hardy, and Kirk Painter.
The meeting was opened with the ” Pledge of Allegiance” and ” Prayer”.

Windle Hardy made a motion to approve the minutes of the May 22, 2017 meeting. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the following blanket purchase order numbers 175570 to 175629. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter .

GCEMA/Fire Report: Dale Thompson informed the board that on Saturday evening south part of the county had some storms that included large hail, and a 50% chance of rain for this week, working on the certification of Storm Ready County, which is National Weather Service. Fire Report: Christie Kern informed the board that the Clay Chaney Fundraiser went well, attended the American Farmers & Ranchers banquet at Woodward, on Monday, May 22nd-semi truck rolled over and fire departments worked 12 hours,& lightning struck the Cobalt Saltwater disposal-worked through the night. Structure fires -home in Bradley and home in the Cottonwood Estates, also asked the board if anyone of them wanted a 1989 International-already surplus, and requested from the GCEMA for registered storm shelters and GCEMA agreed to help them, and reported that the Comdata cards are working great (they replaced the Fuelman cards).

Safety Director, George Manning informed the board on the electrical issue at the NRCS room and discussed the need for an emergency fund for individuals with disasters such as home fires.

There was no action on the draw request from Grady Memorial Hospital.
CEO, Kean Spellman discussed the recent GMH audit report and stated construction is coming along.

Ralph Beard made a motion to approve to create a General Fund account-from the CF-Fund-to be named R-5 for the purpose of the Grady Memorial Hospital payment. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Windle Hardy made a motion to approve the Principal Life Insurance Company for Dental, Vision, and Life Insurance. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter. (Mr. Hardy also signed a letter to the elected official and county personnel informing them that Grady County will remain with OPEH & W Health Insurance for 2017-2018 fiscal year).

There was no action on approving the quote for roof repair for the Sheriff’s Department building.

Ralph Beard made a motion to accept the application for permits from ONEOK Field Service, permits to cross with a natural gas pipeline, a county road or highway of Section 36-T5N-R6W & Section 31-T5N-R5W. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to accept the application for permits from ONEOK Field Service, permits to cross with a natural gas pipeline, a county road or highway of Sections 26 & 27 -T5N-R6W. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to accept the application for permits from ONEOK Field Service, permits to cross with a natural gas pipeline, a county road or highway of Sections 25 & 26 -T5N-R6W. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.
Ralph Beard made a motion to approve the claims to Pinnacle Consulting for the Ninnekah Road Project-J/P 27856(04)(06). It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There was no action on the lease agreement between Grady County and Summite Truck Group.

Ralph Beard made a motion to approve the transfers and appropriations for the following departments: General Fund and OSU Extension. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the monthly reports for the following county office: Election Board Secretary. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of May and before, and authorize or deny payment of such claims.

The board reviewed the appropriations for the allocation for alcoholic beverage tax for towns and cities in the amount of $17,495.70 for the month of May 2017.
