MINUTES OF THE COUNTY COMMISSIONERS MEETING HELD ON FEBRUARY 27, 2017

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Ralph Beard, Windle Hardy, and Kirk Painter.

The meeting was called to order and roll call: Ralph Beard, Windle Hardy, and Kirk Painter.
Opened meeting: Pledge of Allegiance and prayer:

Windle Hardy made a motion to approve the minutes of the February 21, 2017 meeting. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the following blanket purchase order numbers 174112 to 174141. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE; Windle Hardy, and AYE: Kirk Painter.

GCEMA/Fire Report: Dale Thompson submitted the Fire Weather Outlook-stating tomorrow high fire danger warnings, upcoming SW Emergency Workshop, and requested the board to approve the Proclamation Oklahoma Emergency Management Week. Fire report: Christie Kern-informed the board the monthly chiefs meeting is tonight, Paradigm Pipeline training is at 11:30 AM at USAO, Med flight Training-Tuesday at 7PM at the Career Tech, Wednesday lunch meeting with Marathon Oil, Friend Fire Station Appreciation Dinner on March 7th and at the recent board meeting the Grady County Fire Department submitted a Service Fees schedule. Three fires at once last Wednesday-thanked Dale Thompson for his help, one truck on fire -minimal damage, Saturday did a control burn training exercise at Farwell area, and 4 minor grass fires on Saturday.

Ralph Beard made a motion to approve making March 5th through March 11th, 2017 as Oklahoma Emergency Management Week. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There was no action on the burn ban or update from the safety director.

Windle Hardy made a motion to approve the Incurrence of Indebtedness by the Grady Memorial Hospital Authority (The “Authority”) issuing its sales tax revenue Note, Series 2017 (“The Note”); providing that the organizational document creating the authority is subject to the provisions of the Indenture authorizing the issuance of the Note; waiving competitive bidding with respects to the Sale of the Note; Ratifying and Confirming a Sales Tax agreement by and between the County and the Authority pertaining to the Year-to -Year pledge of certain sales tax revenues; establishing the County’s Reasonable Expectation with Respect to the Issuance of Tax-Exempt Obligations by or on Behalf of said County in Calendar Year 2017, and Designating the Note as a Qualified Tax-Exempt Obligation; and containing other provisions relating thereto: It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Also attending-GMH CEO, Kean Spellman-informed the board effective: March 1, 2017-Grady Memorial Hospital and Five Oaks Medical Clinic will be in Network with the County Health Insurance-OPEH & W Health Plan.

There were no bids on selling scrap metal for District. #1 (Telephone quotes can be used).

Kemper Benefits and American Trustee Supplemental Insurance Presentation:
Renae Ehler and Ty Lawson went over the various benefits of American Trustee /Kemper Benefits.

American Fidelity Supplemental Insurance Presentation:
Brian Mauck and Ben Rowland went over the various benefits of American Fidelity Supplemental Insurance. (This company was recommended by OPEH & W Health Insurance that the County participates with).

Windle Hardy made a motion to approve the Road Use Agreement between Redbud Plains Wind Farm LLC and Grady County Commissioners. It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

There was no action on the Lease Purchase Agreements between Welch State Bank, Arvest Financial and District #1.

Windle Hardy made a motion to accept the applications for permits from ONEOK Field Service, permits to cross with a pipeline, a county road or highway-between SE of Section 34-T5N-R5W & NE of Section 3-T4N-R5W. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Windle Hardy made a motion to accept the applications for permits from Tom-Stack LLC, permits to cross with a pipeline, a county road or highway-Sandrock Rd of Section 35-T9N-R5W and Section 2-T8N-R5W. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Windle Hardy made a motion to accept the applications for permits from Woodford Express LLC, permits to cross with a natural gas pipeline, a county road or highway-E 1560 Rd-Section 2-T3N-R5W and Section 11-T3N-R5W. It was seconded by Ralph Beard. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the transfers and appropriations for the following departments: Sales Tax-Fire Tax-Alex & Chickasha Fire Stations. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Ralph Beard made a motion to approve the monthly report for the following county office: Election Board. It was seconded by Windle Hardy. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

New Business:
Elected Officials-Assessor-Bari Firestone and employee-Shannon Wimberley, Treasurer-Robin Burton, employee-Ruth Bingham, and Court Clerk-Lisa Hannah, discussed with the board and suggested a committee be formed and work with Mr. Hardy on researching other health insurance for county employees. The board agreed.

Ralph Beard made a motion to approve the resolution of disposing of equipment in compliance with 19 OS sub-section 339 & 421 the following equipment: 2008 Chevy Impala- White -VIN# 2G1WS553689100019 and 2006 Dodge Charger -Black-VIN# 2B3KA43H16H504979, Purchased from: City of Blanchard and Kansas Highway Patrol-dates acquired: 8/29/2013 and 6/23/2010 for the cost price of $7500.00. The property will be donated and transferred to the Police Department of Washington, OK It was seconded by Kirk Painter. AYE: Ralph Beard, AYE: Windle Hardy, and AYE: Kirk Painter.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of February and before, and authorize or deny payment of such claims.
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for T-AFPF-#1-T-2-permits-Enlink-$1000.00, T-AFPF-#3-T-2-permits-ONEOK-$1000.00 & Aberdeen-$1000.00
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for Sheriff B4-1-Mental Health-$376.94
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for E911-Birch-$232.80 & SWB-E911-2-Compliance-$14.80, Compliance-$6.30, ACN-$4.18, Okla. Comm.-$288.19, Southwestern Bell-$4894.50, Granite-$120.28, & McImetro-$14.16
Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for General Fund-Oil & gas revenue-Merit Energy-$103.46 & Legacy Reserves-$14.87, Dept. of Emergency Management-FEMA Hazard Mitigation Grant-reimbursement-$12,000.00 & USDA-rent-$3249.51
