Grady County Commissioners Weekly Meeting Update

MINUTES OF THE COUNTY COMMISSIONERS MEETING HELD ON OCTOBER 31, 2016

                The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members:  Mike Lennier, Windle Hardy, and Ralph Beard.

                The meeting was called to order and roll call: Mike Lennier, Windle Hardy, and Ralph Beard.

                Ralph Beard made a motion to approve the minutes of the October 24, 2016 meeting. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                Mike Lennier made a motion to approve the following blanket purchase order numbers 172231 to 172269. It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

GCEMA/Fire Report: Dale Thompson informed the board that he met with Lawton Communications and went through 3 repeaters-submitted a report-all good. Mr. Thompson stated that he sent a letter to the landowner concerning a gate and roadway to the repeater near Minco and is waiting for his response. Mr. Thompson stated the SDR Program is getting close to where they can do a conference call on the mapping procedures probably do the training after the election. Fire report: Christie Kern stated several med-flights this week, one accident with a fatality on Highway 19 and another accident near Pocasset-stated a sad week.

                There was no update from the safety director.

Steve Kelly from ASCOG-Discuss the Tiger Grant: Mr. Kelly submitted information on the Tiger Grants (Transportation Investment Generating Economic Recovery), which provides the DOT to invest in road, rail, transit, and port projects. These are 100% grants with 20% done in rural areas, but not a lot of these grants done in Oklahoma and encouraged the board to participate. Mr. Kelly wasn’t sure whom administers the grants, but stated even if the county doesn’t get the award in 2017 to try again in 2018.

                Mike Lennier made a motion to approve the professional legal services contract between the Board of Grady County Commissioners, Grady County Assessor, and Tisdal & O’Hara, LLC. It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                At 9:30 AM-Mike Lennier made a motion to approve the request to bid the six-months bids on commonly used items for all districts.  It was seconded by Ralph Beard.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                Mike Lennier made a motion to approve the Grady County Treasurer to open accounts in the County Clerk’s Office-current tax refunds, prior tax refunds, back tax refunds, protest tax interest 2016, protest tax interest 2015, protest tax 2008, protest tax interest 2016, protest tax interest 2015,  & protest tax interest 2008 . It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                Ralph Beard made a motion to deny the Tort Claim # 16-030 -Jackie Crow.  It was seconded by Mike Lennier.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                Ralph Beard made a motion to approve the claims from Pinnacle Consulting on the Ninnekah Road Project-J/P 27856(04).  It was seconded by Mike Lennier.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                Ralph Beard made a motion to accept the application for permit from Woodford Express, permits to cross with a natural gas pipeline, a county road or highway-N 2880 Road of Section 7-T4N-R6W & Section 8-T4N-R6W.  It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                Ralph Beard made a motion to accept the application for permit from Woodford Express, permits to cross with a natural gas pipeline, a county road or highway-N 2870 Road of Section 7 -T4N-R6W & Section 12-T4N-R7W.  It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

                There were no transfers and appropriations for approval.

                Mike Lennier made a motion to approve the monthly reports for the following county office: Election Board Secretary.  It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

            The board approved the appropriations for the allocation for alcoholic beverage tax for towns and cities in the amount of $14,886.60  for the month of  October 2016.

                Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of October and before, and authorize or deny payment of such claims.

New Business: The board discussed a letter from the Grady Memorial Hospital pertaining to the USE Tax-the board will investigate further.

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for T-AFPF-D-3-T-2-from Aberdeen Land-permits-$2000.00

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for Sheriff B4-1-Mental Health-$699.30

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for E911 fund-Vonage-$19.65 & SWB-911-2-Budget Prepay-$4.35, McIMetro-$15.62, & Birch-$225.72

                Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for General Fund-R-2-USDA-rent-$3249.51, Kaiser-Francis-oil & gas-$8.12, & Dept. of Public Safety-Homeland Security Grant-reimbursement-$22,845.67
