WALTERS CITY COUNCIL MEETING

OCTOBER 18, 2016

The Walters City Council met in regular session at 5:00 p.m. on October 18, 2016 in the City Council Chambers in the City Hall. Those present were Mayor David Mitchell; Vice Mayor Roberta Ellis (came in during Item #9); Councilmen Steve McCammon, Bob Nance and Richard Anderson; City Manager John Sheppard; City Attorney Hyman Copeland; and City Clerk Dollie Glenn.

Reverend Sue Long with the First Presbyterian Church opened the meeting with prayer.

Visitors present were Reverend Sue Long with the First Presbyterian Church, City of Walters Fire Chief Monty Powers, Holly Pulis and Shawn Strange.

Item #3—Bob Nance made a motion to approve the Consent Agenda. Steve McCammon seconded the motion. The vote was:
Ayes: Mitchell, McCammon, Nance, Anderson
Nays: None
(a) Approval of October 04, 2016 regular City Council meeting minutes.
(b) Approval of purchase orders and signing of checks for all City funds presented at the 10-18-16 council meeting and ratification of routine checks subsequent to the 10-04-16 regular council meeting.

Item #4—Holly Pulis addressed council concerning the 5K Run, 1 Mile Glow Walk/Fun Run event to be held on November 5th. Ms. Pulis stated that originally the event was to be held at Sultan Park, but that she just found out today that the event will be at Youth Park instead. She stated that she does not need Park Road to be closed now. She stated that the 5K will start at 4:30 p.m. and the Glow Walk/Fun Run will start at 7:00 p.m. She stated that they will be running on city streets. Mayor Mitchell asked Ms. Pulis to coordinate with the City Manager on the route that will be used. No action necessary.

Mayor David Mitchell recessed the City Council meeting to go into the regular session of the Walters Public Works Authority meeting.

Mayor Mitchell called the City Council meeting back to order.

Item #5—Richard Anderson made a motion to authorize the Mayor to sign the letter to the Oklahoma Archaeological Survey as part of the Environmental Review for the Walters Housing Authority. Bob Nance seconded the motion. The vote was:
Ayes: Mitchell, McCammon, Nance, Anderson
Nays: None

Item #6—City Manager John Sheppard and the City Council discussed the property around the Welcome to Walters sign at 7th & Missouri. Sheppard stated that he contacted the First Christian Church and made them an offer. He stated that the offer has to go before their committee. No action taken.

Item #7—City Clerk stated that the Accounts Payable Clerk gave council the Check Registers showing all the checks they were signing at this meeting. Clerk gave the council the Cash Report showing how much money is on the books after the checks for tonight and the September Financial statements for review along with Cemetery Financials. No action taken.

Item #8—(a) City Clerk gave each councilman, city attorney and city manager the Code Enforcement Report prepared by the Code Enforcement Clerk. She stated this will help them to understand how many code violation letters go out each month. (b) City Manager and Fire Chief Monty Powers both expressed their concerns about the Fire Department assisting on ambulance runs. Concerns were that since the Fire Department is not “first responders” then they are not covered on the liability insurance. City Attorney Hyman Copeland to write a letter to the Fire Department concerning this. (c) City Manager stated that he has all the documents back on the Walking Trail Grant for the Youth Park. (d) City Manager stated that the Contract on the Airport will be on the next agenda. There was no other new business.

Item #9—Steve McCammon made a motion to enter into executive session with the city council, city attorney, city manager and city clerk present to discuss the applications for City Manager as per O.S. Title 25, Section 307 B (1). Bob Nance seconded the motion. The vote was:
Ayes: Mitchell, McCammon, Nance, Anderson
Nays: None

5:54 p.m. Vice Mayor Roberta Ellis came into the meeting.

Roberta Ellis made a motion to come back into open session of the City Council meeting. Steve McCammon seconded the motion. The vote was:
Ayes: Mitchell, Ellis, McCammon, Nance, Anderson
Nays: None
City Clerk stated that the only item discussed was the item on the agenda and that no action was taken.

Purchase orders were approved and the following checks signed.
