WALTERS CITY COUNCIL MEETING

 

SEPTEMBER 20, 2016

 

The Walters City Council met in regular session at 5:00 p.m. on September 20, 2016 in the City Council Chambers in the City Hall.  Those present were Mayor David Mitchell; Vice Mayor Roberta Ellis; Councilmen Steve McCammon, Bob Nance and Richard Anderson; City Manager John Sheppard; City Attorney Hyman Copeland; and City Clerk Dollie Glenn.

 

Visitors present were City of Walters Water Superintendent Wes Eidson, City of Walters Fire Chief Monty Powers, Cotton County Commissioner Edward Eschiti, Jennifer Herr and Kimberlea Patterson.

 

Item #3—Steve McCammon made a motion to approve the Consent Agenda.  Bob Nance seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

  • Approval of September 06, 2016 regular City Council meeting minutes.
  • Approval of purchase orders and signing of checks for all City funds presented at the 09-20-16 council meeting and ratification of routine checks subsequent to the 09-06-16 regular council meeting.

 

Mayor David Mitchell recessed the City Council meeting to go into the regular session of the WPWA meeting.

 

Mayor Mitchell called the City Council meeting back to order.

 

Item #4—City Manager John Sheppard stated that this Ordinance is to create a new Rate Table and we added the User Type for the Special Electric Rate.    He stated that the rates were under RB, we just changed the table and type.    Richard Anderson made a motion to adopt Ordinance No. 2016-553, an Ordinance for a Special Electric Service rate.  Bob Nance seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

 

Richard Anderson made a motion to declare Ordinance No. 2016-553 an Emergency.  Bob Nance seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

 

Item #5—City Manager informed council that the land around the Welcome to Walters sign (7th & Missouri) is owned by the First Christian Church and they are offering to sell it to the City of Walters.  Sheppard stated that we need to measure the area to see for sure how much land is there.  No action taken.

 

Item #6—City Manager John Sheppard stated that Police officer Michael Lowery had requested that council consider putting in a School Zone on E. S. Boundary. Vice Mayor Roberta Ellis stated that she spoke with the School Superintendent and that he stated he did not know anything about it.  She stated that the Superintendent is not in favor of this.  There were a lot of questions raised concerning the school zone.  No action taken.

 

Item #7—Employee Wes Eidson reminded council that they had requested he get an estimate on how much it will cost to get the ballfield at Sultan Park ready to play on.  Continued…

Item #7—Continued…Eidson stated that he received a couple of quotes on fencing.  Quality Fence quoted material at $8,534.00 and his labor at $6,000.00; Big Bob’s quoted material at $6,186.99.  Eidson stated that he can install the fence himself.  Eidson estimated fuel cost $200.00 and the use of equipment would be free.  He stated that he is estimating City Labor of 80 hours, using hourly wages of Shane, Tyler and himself.  Eidson stated that he is estimating a total project cost of $10,224.00.  After discussion, Richard Anderson made a motion to approve starting the dirt work only.  He stated that when it is time for the fencing, Eidson can put this back on the agenda.  Steve McCammon seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

 

Item #8—Steve McCammon made a motion to approve the September 13, 2016 Walters Planning & Zoning Quarterly Meeting minutes.  Richard Anderson seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

 

Item #9—City Clerk stated that the Accounts Payable Clerk gave council the Check Registers showing all the checks they were signing at this meeting.  Clerk gave the council the Cash Report showing how much money is on the books after the checks for tonight and the August Financials for review.  No action taken.

 

Item #9 A—Steve McCammon made a motion to  authorize the Mayor to sign the Release of Mortgage on the following tracts: Burkburnett True Value Partnership.

 

Richard Anderson seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:               None

Item #10—(a)  City Manager informed council that he attended the OML/MESO Conference in Oklahoma City.  He spoke on current legislation concerning the Farm Bill and Sales Tax.  (b) Vice Mayor Roberta Ellis informed council that she also attended the OML/MESO Conference in Oklahoma City.  She stated that she attended the pre-conference on “Grants”.  Ellis stated that there are some grants available, but that we have to jump thru a lot of hoops!  She stated that she plans on attending Quartz Mountain on the Brownfield.  She requested that this be on the next agenda.   There was no other new business.

 

Item #11—Roberta Ellis made a motion to enter into executive session with all of the City Council, City Manager, City Attorney and City Clerk present to discuss the applications for City Manager as per O.S. Title 25, Section 307 B (1).  Steve McCammon seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

Roberta Ellis made a motion to come out of executive session and enter into open session of the City Council meeting.  Steve McCammon seconded the motion.  The vote was:

Ayes:           Mitchell, Ellis, McCammon, Nance, Anderson

Nays:           None

City Clerk stated that the only item discussed was the item on the agenda and that no action was taken.
