MINUTES OF THE COUNTY COMMISSIONERS MEETING HELD ON JULY 25, 2016

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Mike Lennier, Windle Hardy, and Ralph Beard.

The meeting was called to order and roll call: Mike Lennier, Windle Hardy, and Ralph Beard.

Ralph Beard made a motion to approve the minutes of the July 18, 2016 meeting. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the following blanket purchase order numbers 170622 to 170674 & 170676 to 170681. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

GCEMA/Fire Report: Dale Thompson informed the board about the FEMA Kickoff Meeting on Wednesday, July 27 at 1:30 PM at the banquet room at the city offices in Lawton. Mr. Thompson discussed the MRC trailer and the employees ID badges. Fire report: Finance Officer-Christie Kern informed the board about a fundraiser at the Alex Fire Station on Saturday from 11AM to 1PM, training classes 2 nights a week, and fairly quiet-13 calls mostly medical calls.

There was no report from the safety director.

Windle Hardy made a motion to approve the transfer of a trailer from Grady County MRC to the Grady County Emergency Management Agency. It was seconded by Mike Lennier. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the ACCO-SIG invoice for insurance for the 2016-2017 fiscal year in the amount of $265,053.00. It was seconded by Ralph Beard. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the contract between Comanche County and Grady County for Juvenile Detention for the 2016-2017 fiscal year. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Windle Hardy made a motion to the approval of declaration of surplus of equipment in compliance with OS 19 Sub-Sections 339 & 421-421.2 for the Grady County Clerk’s Office for the following equipment: SAVIN Copier 9040 . It was seconded by Ralph Beard. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Windle Hardy made a motion to approve the donation of equipment-SAVIN Copier 9040 from the Grady County Clerk’s to the Middleberg Public School. It was seconded by Ralph Beard. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard. Equipment: SAVIN Copier 9040 ID# 16386,-Date acquired: 6/12/2008, Purchased from: Standley Systems of Chickasha, OK for the price of $7700.18 Property was donated to the Middleberg Public School.

Mike Lennier made a motion to remove Sheryl Collins and appoint Oneta Bennett as Receiving Officer for the Ninnekah Senior Nutrition Center. It was seconded by Ralph Beard. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to accept the application for permits from QDB Consulting LLC -Linn Midstream, permits to cross with a pipeline, a county road or highway-Crossing N Gregory Rd at Sections 27 & 28-T10N-R6W. Mike Lennier made a motion to accept the application for permits from Enable Gas Gathering , permits to cross with a gas pipeline, a county road or highway-Crossing from NW NW of Sections 22-T7N-R5W to the NE NE of Section 21-T7N-R5W. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to accept the application for permits from Enable Gas Gathering , permits to cross with a gas pipeline, a county road or highway-Section 15-T7N-R5W. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to accept the application for permits from Enable Gas Gathering , permits to cross with a gas pipeline, a county road or highway-All in SW/4 of Section 34-T8N-R5W. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to accept the application for permits from Charter Oak Production Co, LLC, permits to cross with a road bore, a county road or highway-CS 2960 Street between Sections 3 & 4-T8N-R5W. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to accept the application for permits from Aberdeen Land Services LLC,-Woodford Express LLC, permits to cross with a natural gas pipeline, a county road or highway-County Road N2920 of Section 11 -T3N-R6W to Section 12-T3N-R6W. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Ralph Beard made a motion to approve the claims form Pinnacle Consulting-Project-Ninnekah Road. It was seconded by Mike Lennier. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Ralph Beard made a motion to approve the Lease Agreement between District # 3 and CL Boyd Co-(purchased on State Contract-John Deere 310SK Machine. It was seconded by Mike Lennier. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the transfers and appropriations for the following departments: 911 County Wide, County Highway, Sales Tax-Senior Centers-Chickasha, Rush Springs, and Verden. It was seconded by Windle Hardy. . AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the monthly report for the following county office: Election Board. It was seconded by Windle Hardy. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of July and before, and authorize or deny payment of such claims.

New Business: Mike Lennier informed the board about the request from Loretta Jackson for a support letter in regards to the One-Room School. The board agreed.

Resolution

Be it resolved by the Grady County Commissioners that the Treasurer and the Grady County Budget Maker be directed to lapse out the following balances from the 2016-2017 General Fund. These balances were not encumbered or expended as of 2015-2016. (Referring to the new fiscal year).

County Audit Budget SC-1 Personal Services $231,131.39

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for CDBG RWD #2 grant-Water waste improvement-$29,464.24
