MINUTES OF THE C0UNTY COMMISSIONERS MEETING HELD ON JUNE 27, 2016

PUBLIC HEARING: AT 8:45 AM –

DISCUSS/ AND POSSIBLE APPROVAL FOR RESERVATION OF A PORTION OF THE SECTION LINE BETWEEN SECTIONS 4 & 5 -T8N-R7W:

The board called the hearing to order and roll call: Mike Lennier, Windle Hardy, and Ralph Beard.

A sign-in sheet was submitted and is part of the records.

ATTENDANCE: Attorney, Jeremy Brown, Mayor Christy Rainey, Center Pointe Energy representatives, for others-see sign-in sheet.

Attorney, Jeremy Brown informed the board that all property owners and individuals have been notified and is requesting the board to reserve the section line. Mr. Brown stated that Mr. Hulme has been spoken too and then asks the board about their decision. Mr. Brown stated that Center Pointe Energy is here because they have a concern-road moved -reserve line-this is compliance with state statutes-communication with everyone-Town wants a resolution- was here last March-want to get the fence up, put the generator up-asking the board to consider-the line is backed off enough so it can be mowed. Center Pointe Representative stated there is a 2″ pipeline -their concern is that their rights are accepted- we understand and will continue to maintain the pipeline-no objections to the reservation. Mr. Brown submitted the resolution to the board and it is amended and reads as :

A resolution of the Grady County Board of County Commissioners, reserving a portion of the common section line between Section 4 and Section 5, Township 8 North, Range 7 West, to the abutting owners; setting an effective date therefore; & making certain findings of fact related thereto.

All notice requirements of 69 OS Sub-section 1201(A), have been substantially complied with as minimum and/or fulfilled to allow the current reservation of the Reserved Section Line;

Now, Therefore, Be It Resolved that the Grady County Board of County Commissioners, makes the following findings of fact:

1. Petitioner, the Board of Trustees of the Town of Pocasset, is an abutting owner of the Reserved Section Line:

2. Petitioner has given proper and sufficient notice to all other abutting owners of record of the Reserved Section Line and all holders of easements or right of ways thereon of record;

3. The proposed Reserved Section Line covers the entire statutory width of said common section line right of way for the portion to be reserved;

4. The proposed Reserved Section Line is not currently opened and maintained by the Grady County Board of County Commissioners nor the Department of Transportation for public use.

Windle Hardy made a motion to approve said resolution. It was seconded by Mike Lennier. AYE; Mike Lennier, AYE; Windle Hardy, and AYE: Ralph Beard.

Ralph Beard made a motion to adjourn the public hearing. It was seconded by Windle Hardy. AYE; Mike Lennier, AYE; Windle Hardy, and AYE; Ralph Beard.

The Board of the Grady County Commissioners met on this day for a regularly scheduled meeting with the following board members: Mike Lennier, Windle Hardy, and Ralph Beard.

 

The meeting was called to order and roll call: Mike Lennier, Windle Hardy, and Ralph Beard.

Ralph Beard made a motion to approve the minutes of the June 20, 2016 meeting. It was seconded by Windle Hardy. . AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the following blanket purchase order numbers 165768 to 165769, 165772, 165773, & 165780.  It was seconded by Windle Hardy. . AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

GCEMA/Fire Report: Dale Thompson submitted damage report on the recent flooding in the county and stated there will have to be a Federal Declaration of Emergency and is meeting with FEMA tomorrow. Mr. Thompson informed the board about online web map from SDR that is available for 911 Data-the 522 Emergency Board is interested and willing to share the costs as well as some other offices-first year of cost is $8900 and thereafter it would cost $6700 annually. The lease agreement would be July 1, 2016 so it will need the district attorney’s approval and use 2016-2017 funds. The board is interested.  Fire report: Assistant Fire Chief, Larry Hayes reported-3 grass fires, 1 car and 5 other vehicle accidents, but overall pretty quiet.

There was no update from Safety Director.

Mike Lennier made a motion to approve the signature on draw request from Jackie McAdoo, CFO with Grady Memorial Hospital regarding sales tax loan on surgery center.  It was seconded by Ralph Beard.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard. (Copies are with the GMH files).

Mike Lennier made a motion to approve the fire department insurance with VFIS. It was seconded by Ralph Beard.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Windle Hardy made a motion to approve 3 maintenance agreements between Standley Systems and the Grady County Sheriff’s Department for copiers. It was seconded by Ralph Beard. AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Ralph Beard  made a motion to approve the donation of sick leave from a county employee to Corey Loftice. It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the transfers and appropriations for the following departments: Sales Tax-Sr Center-Chickasha,  GCEMA and E911 funds. It was seconded by Windle Hardy.  AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Mike Lennier made a motion to approve the monthly reports for the following county office: Election Board Secretary. It was seconded by Windle Hardy . AYE: Mike Lennier, AYE: Windle Hardy, and AYE: Ralph Beard.

Be it resolved by the Board of the Grady County Commissioners to review and approve claims generated by the Grady County governing bodies during the month of June and before, and authorize or deny payment of such claims.

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for Sales Tax-Sr Center-Alex-#3-Fesco, Inc.-$1500.00

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for Sheriff B-1-Grady County-trash pay-$2170.19, Sheriff B4-1-OJA-transport-$782.42, Mental Health-$332.64, Jackie Stidham-$50.00, Sigmeth-$50.00, Caddo Court Clerk-$50.00 & $50.00, US Treasury-$50.00, Waits Brownlee-$50.00,  & Sheriff B4-2-Grady County Criminal Justice Authority-$16,350.00

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following checks for E911 fees-ACN-$4.18, Dialpad-$1.50 & $1.00, Okla. Comm.-$283.24, Southwestern Bell-$4999.76, Birch-$201.86, McImetro-$38.99, Granite-$137.45, Compliance-$14.70,  for SWB-911-1-LIberty National Bank-$18,802.49, & SWB-911-2-Stream Comm.-$.53, UTPhone-$2.78, TerraCom-$23.78,Compliance Solutions-$94.70, Alex-$300.00, & Amber-$300.00

Be it resolved by the Board of the Grady County Commissioners that the County Treasurer be directed to deposit the following check for General Fund-R-2- USDA-rent-$3249.51
